Nigeria's Tax Reform Bills Clear Second Hurdle in House of Representatives
The House of Representatives in Nigeria has passed the four tax reform bills proposed by President Bola Tinubu for a second reading. These bills, which include the Joint Revenue Board of Nigeria (Establishment) Bill 2024, Nigeria Revenue Service (Establishment) Bill 2024, Nigeria Tax Administration Bill 2024, and Nigeria Tax Bill 2024, aim to overhaul the existing tax laws in Nigeria by creating a more efficient and streamlined system.
The passage followed an extensive debate on the floor of the House, led by Majority Leader Julius Ihonvbere. He addressed various concerns raised about the bills, noting that issues had been resolved through discussions with the Nigerian Governors Forum (NGF). The debate highlighted several benefits, including tax exemptions for low-income earners.
However, not all lawmakers were supportive. Sada Soli expressed concerns that some sections might contradict the 1999 Constitution and emphasized the need to clearly define derivation to avoid ambiguity. Other lawmakers pointed out that over 40 acts would be amended and requested these acts be laid before Parliament for review. They also raised concerns about multiple taxation involving property purchases, where both buyers and sellers are required to pay taxes.
The bills were referred to the House Committee on Finance for further legislative work.
